The management of tourist housing in Spain consists of the professional management of tourist accommodation (VUT): dynamic training, multicanal distribution in OTAs as Airbnb and Booking, guest care, cleaning and enforcement. The managers are charged between 18% and 25% of gross income in integral management, or a fixed income as a rental model. What's tourism housing management?

In Spain, the market for tourist rental has been beyond 350.000 declared housing (INE, 2025) with special concentration at Community of Madrid, Mediterranean coast, Andalucía, Canary Islands and Balearic Islands. The sector has been moved from an informal ecosystem to fully regulated in a decade: every autonomous community requires a registration number, the state platform SES.HOSPEDAJES centralizes the share of passengers and Unique Retirement Register (NRA) that Real Decreto 1312/2024 launched in July of 2025 was annulled by the Supreme Court (STS 620 / 2026, May of 2026): To publish, the platforms demand an autonomous registration number.
To the owner, professional management brings three things that the automanage model cannot replicate at scale: operational availability (a guest who remains out at 00: 00 needs an answer in minutes, and not the following day), continuous price optimization (adjusting ADR as required by actual demand can mean an 20-30% more than an annual income) and enforcement (autonomous licences and searches, SES.HOSPEDAJES, IRPF, VAT as applicable, report from police to police). The commission of a professional manager is amortised when these three pieces are good.

When do we choose each? Comprehensive management is the default choice for properties with good tourist demand and owners who want to maximize income without work. The rent-to-rent works for whoever prioritizes stability and doesn't even want to see platforms. Regulations and legal requirements
The Spanish rental regulations have three layers that are applied simultaneously: autonomous (each CAA regulates the tourism use of housing), State (registration of passengers at SES.HOSPEDAJES) and Municipal (planes urbanísticos, moratorias, zonificación). Cumplirlas todas no es opcional: las sanciones por operar sin registro van desde 3.000 € hasta 600.000 € según CCAA y reincidencia.
State cape (applied throughout Spain)
- Unique Retirement Record (NRA): cancelled. The state registration number required since July of 2025 Real Decreto 1312/2024 was annulled by the Supreme Court (STS 620 / 2026, May 2026). Following Unite Digital Window of the Ministry of Housingand to which the platforms transmit data according to Reglamento (UE) 2024/1028To publish at Airbnb or Booking what you need is an autonomous registration number.
- That's right. Requirement to report data from all older 14 passengers to police platform SES.HOSPEDAJES within a maximum period of 24 hours from the check-in, depending on Real Decreto 933/2021.
- Taxation. The income from VUT are declared as income from real estate capital at IRPF (with no reduction of the 60% applicable to rental of habitual housing). If you also offer your own hotel services (cleaning while at the time of your stay, restoration and change of clothing), activity tax as an economic activity and VAT to the 10%.
Autonomous figure (CCAA)
- Community of Madrid: Decreto 79/2014as amended by 29 / 2019 and 27 / 2026 of 25 March (BCMO No. 80, 6 April 2026). Responsible and high statement at the Tourist Business Registry. Madrid capital applying a Special Hosting Plan (PEH)with its final approval of 27 March 2019 (BCMO No 95, 23 April 2019) and expanded by the RESIDE Plan (2025) that restricts the introduction of new VUT in the Centre District: only independent and very specific conditions.
- Castile and León: Decreto 3/2017. Responsible statement to the Board of Castilla and León and issue REAT. Ávila and Segovia are the provinces with the most tourist demand.
- Catalonia: Decreto 75/2020. Desde el Decreto-ley 3/2023, Barcelona y 261 municipios aplican moratoria total a nuevas licencias; además, el Ayuntamiento de Barcelona anunció la extinguishment of all VUT licenses at 2028. For new investments in Barcelona, only temporary rental model makes sense.
- Valencia Community: Decreto-ley 9/2024, de 2 de agosto. It requires report of previous urban compatibility and limits the VUT to low or first plants with hardening in Valencia capital and coast.
- Andalucía: Decreto 31/2024. The difference between VFT and VUT (room and guest). Owner communities can veto activity by majority of 3 / 5. Registration with the Tourist Register of Andalucía (RTA).
- Illes Balears: Moratoriums by area and category of housing and the Act 6 / 2017 of Tourism require the purchase of commercial tourist spaces with a number frozen on many islands.
- Canary Islands: 6 / 2025 Act of 10 of December of Sustainable Management of Housing Tourist Use. It limits implementation by zoning and age of the building.
- Cantabria: Decreto 82/2010 y Decreto 225/2019. Registro en la Consejería de Turismo.

How to choose model or manager

1. Can I have a VUT license or something?
If housing is in an area with moratorium or restriction of new licences (centre of Madrid under the PEH, ciutat Vella of Barcelona, Old City of San Sebastian, ZTU zones of Palma or Valencia), VUT can be closed. The most efficient and secure alternative, however, temporary rental by stay, que se rige por el art. 3 de la LAU y no requiere licencia turística.
2. How much risk of employment do I care about?
If you tolerate monthly variability in exchange for maximizing income: comprehensive management. If you prefer a guaranteed monthly fixed income even if lower: rent-to-rent. There's no right universal response - depends on your financial situation and your risk tolerance.
3. What are you asking about an old lady before she signed?

- What percentage of his income comes from a direct channel vs.. OTAs?
- Do they have a stay? What's the exit clause?
- How do you bill the owner? What breakdown?

Red Fills to avoid: dubiously low commissions in integral management (under the 15% as an integral model usually means poor operational quality - it tells that an online model, where the owner has clear and operational, can come down from the 12%), jobs or written income with no historic data to back them, contracts with permanences more than 12 months without reasonable exit, absence of transparent monthly reporting.

- The Spanish tourist housing managers are charged with gross income from integrated management models between 18% and 25%.
