Why Count Duque has stable demand for temporary rental all year round

The Conde Duquer-Universidad neighborhood occupies a privileged geographical and cultural place in Madrid: it's at the border between the Centre District and Chamberí, between Malasaña to the east and Argüelles to the north. It isn't as tourist as Malasaña or as corporate as Ríos Rosas area but also as peripheral as Tetuan or Lineal City. It's, in terms of urban use, a neighborhood with stable residents with a marked intellectual and cultural profile.

What generates continuous demand for temporary rental at Count Duque is the concentration of educational and cultural institutions. The Conservatorio Superior de Música de Madrid (Amaniel 23, at 400 Meter from Count Duque headquarters) has more than 200 international students enrolled every year in their different specialities. The UNED headquarters (St. Roman 3) houses a continuous flow of doctorandas, displaced administrative personnel and programme coordinators throughout Spain. The Conde Duque Cultural Center program artistic residences and international exhibitions with artists who require accommodation for weeks or months. And the UCM School of Philosophywhile its main campus is in Somosaguas, it has a strong presence in the neighborhood by the closeness of the Facultad de Filologia del Campus de Moncloa.

The result of this institutional concentration is that there's demand for temporary rental at Conde Duque practically throughout the year: the Conservatory's academic cycle goes from September to June, UNED's activity has no marked seasonal cut, and the Conde Duque Cultural Center program exhibitions and residences in practically every year including summer. That gives Count Duke a higher demand stability than more purely academic neighborhoodswhere summer's the big pat of occupation.

The second argument for the owners of Conde Duque: the neighborhood is partially inside the District Center, partially in Chamberí but in both cases Special Hosting Plan The town's headquarters blocks new VUT licences to housing without independent access to the portal. Most of Count Duque's flats have no independent access, so temporary rental art. 3 LAU is the only legal means to get an income above residential level.

The Conservatorio Superior de Música de Madrid (Conservatorio Superior de Música), located at Amaniel 23, is the main centre of higher music teaching in the Community of Madrid. It brings more than 200 to international students, mainly European (Erasmus) and Latin American (bilateral) programs. The academic course goes from September to May or June, giving temporary contracts from 5 to 9 months. The profile is ideal for temporary rental: credit attested by government or institution scholarship, exemplary behaviour at home (they are musicians, non-party students), need for silence and concentration and domestic practice with digital instruments (electronic piano with headphones, guitar, violin with satico). The demand of this profile at home: good work table, space for portable instrument, high-speed fiber for online classes with its original Conservatory.

2. Cultural researchers and artists at Count Duque Cultural Center (1-4 months)

The Conde Duque Cultural Center (Count Duque 11) is one of the most active centers of contemporary culture in Madrid. His exhibition programs and artistic residences regularly bring with them international artists who require close accommodation during the production and display period. Stations are shorter than academic (1 to 4 months) but the tenant profile is equally care and solvent. Many residences include accommodation within an artist's budget or his bringing institution, making the Cultural Centre a source of direct institutional demand.

3. Students of humanities and social sciences UCM and UNED (4-10 months)

The UCM School of Political Science and Sociology (Somosaguas campus, accessible by bus from Count Duque at 25 minutes) and Faculty of Philosophy they create a constant demand for temporary accommodation from Erasmus and master's students. The UNEDwith his headquarters at San Roman 3, he attracts doctors from other Spanish provinces and staff from international programs that spend weeks in Madrid for co-ordination or face care. They are profiles with a clear temporary cause (concrete centre studies with attrition), verifiable solvency and high readiness to keep housing in perfect condition.

4. Replaced professionals and doctoral (2-6 months)

Conde Duque está muy bien comunicado con el resto de Madrid (metro línea 2 y 3, múltiples líneas de autobús) y a distancia razonable de los principales hub de trabajo del centro (Gran Vía, Chueca, Malasaña, Moncloa). If the flat is published on platforms with its autonomous registration, the gaps between long contracts (weeks of transition between the end of the Conservatory in June and new registration in September, for example) are covered with short stays via Airbnb and Booking. At Conde Duque, the shortstay guest profile is generally cultural: travellers coming to exhibitions at the Conde Duque Center, music professionals for festivals or auditions, visitors to the neighborhood's institutions. The temporary cause is perfectly justifiable. The result: minimum summer gaps and annual employment above 84 %.

Renta temporal es renta bruta media ponderada anual combinando los distintos perfiles. El diferencial neto tras gestión y gastos operativos depende del modelo: en Gestión Integral de Bliss Homes la comisión media en alquiler temporal es del 15–18 %+IVA; los gastos operativos (limpiezas entre inquilinos, suministros, mantenimiento menor) añaden un 6–10 % según uso.

The most important figure of the table isn't the absolute range but the consistency: at Count Duque the differential of + 30 % remains in all typologies. That's because demand for institutional profile (scholarship, university, Conservatory) has a willingness to pay very predictable, independent of the size of the floor. A student from the International Conservatory who comes with his government's scholarship fixes his accommodation budget as a result of his or her retirement, and his or her market price will depend on his or her status and his or her high quality and high-quality furnished apartment.

Applicable regulations: PEH and temporary rental art. 3 LAU

The Conde Duque neighborhood remains partially in the Central District and partially in Chamberí, but in both cases the flats without independent access to the portal (the great majority of the residential park of the neighborhood) have been blocked the possibility of obtaining VUT license by Special Hosting Plan. That's not an obstacle to temporary rental, which's a completely different figure. Those are the policy points that have to be clear:

  • Legal figure. Article 3 of the 29 / 1994 Act of Urban Leases: lease for non-housing use. That's not tourism. It's not regulated by local or local regulations for tourist housing. It is governed by Civil Code and contractual clauses.
  • Mandatory temporary contract cause. The contract should explicitly identify the temporary cause of the lease: studies at the Conservatory (with attached letter of admission), research at UNED or UCM (with registration or letter from the department), artistic residence at the Conde Duque Center (with program resolution), temporary work moved. Without this documented cause, the contract could be re-established as a habitual rental of housing with all the implications of housing LAU.
  • Regional tourist registration (only if published on platforms). The single state registration was annulled by the Supreme Court in May of 2026 and what remains is that Airbnb and Booking demand an autonomous registration number from your community and withdraw an announcement without it (EU Regulation 2024 / 1028). We conduct this as we prepare the ground.
  • Freedom of pacts with rent and conditions. Al no ser vivienda habitual, no aplica el tope anual de actualización de renta ni la prórroga obligatoria de 5 años. El contrato termina en la fecha pactada sin posibilidad de prórroga forzosa.
  • Loan. Two monthly benefits (Section 36 LAU) plus additional collateral as recommended by profile: Bank collateral or non-payment insurance for profiles without family collateral in Spain.
  • Community of owners. The LpH 17.12 allows to veto the tourist activity by majority of 3 / 5. Temporary rental isn't tourist activity and cannot be vetted by this mechanism. The status of the community should be reviewed as to whether a specific clause existed prior to the entry into force of 1994's LAU.

Management process at Count Duque

The process from the firm to the first tenant at Count Duque has an average time of 15-22 days. The variability depends mainly on whether the floor is already furnished and equipped for the target profile.

  1. Visits and valuation. We evaluate the state of the ground, the level of equipment, the quality of soundproofing (relevant to musicians) and which of the four profiles best suits with the physical characteristics and exact location within the neighborhood (the most close to Amaniel have more exit for the Conservatory's students and those closest to San Bernardo better connect with humanities and doctoral students).
  2. Cultural profile equipment. The standard for Count Duque requires: robust and spacious work table, ergonomic desk chair, fiber optics with minimum 300 Mbps speed, full and quality kitchen, bed and bathroom included. For flats close to the Conservatory, we also appreciate the soundproofing of walls (mineral wool or similar) if the potential tenant will practice instrument. The typical unfurnished floor investment of 2 rooms are between 1.500 € and 4.000 €.
  3. Autonomous registration (if we publish on platforms) and professional photography. If the floor's to be announced at Airbnb / Booking, we process the number of autonomous tourist registration required by the platforms, in parallel with the photo session. At Count Duque photo should transmit the atmosphere of the neighborhood: natural light, clean walls, desk that invites to intellectual work.
  4. Multichannel publication. Direct Canal Bliss Homes, Airbnb and Booking (with the required autophone registration) and communication with the accommodation service and international relations office of the Superior Conservatory and UNED. The institutional contact network systematically reduces the vacancy time between contracts.
  5. Filtering, verification and recruitment. Identification and temporary cause checks. Request for credit documentation (letter from the Conservatory, decision of fellowship, letter of admission from the master's). Solvency analysis. To write the contract for our advice. Security deposit.
  6. Ongoing management. Cleansing of exchange, monthly training adjusted to demand from the neighborhood (with high season difference from Conservatory vs. summer), care in Spanish and english, co-ordination of next tenant 30 days before end of current contract and monthly report to the owner.

FAQ

Do I have to have a tourist license to rent at Count Duque?

No. El alquiler temporal en Conde Duque-Universidad se rige por el art. 3 de la LAU (arrendamiento para uso distinto de vivienda) y no requiere licencia VUT. El Plan Especial de Hospedaje del Ayuntamiento de Madrid afecta al barrio de Universidad dentro del Distrito Centro, bloqueando nuevas licencias turísticas, pero el alquiler temporal es una figura jurídica completamente distinta que no depende de ese régimen. El alquiler temporal (art. 3 LAU) tampoco necesita número de registro turístico. El registro único estatal (NRUA) que el RD 1312/2024 introdujo en 2025 fue anulado por el Tribunal Supremo en mayo de 2026, así que ya no es exigible. Lo único vigente es que, si la vivienda se publica en plataformas como Airbnb o Booking, estas exigen el número de registro turístico autonómico de tu comunidad (Reglamento UE 2024/1028), no el desaparecido registro estatal. How do we document the temporary cause for a Conservatory student?

For students at the Conservatorio Superior de Música (Conservatorio Superior de Música) of Madrid, the temporary cause is credited with the letter of admission or registration of the course, which specifies the academic period (September to May / June). If the student is international and comes with a scholarship from his or her government or from a European institution, the resolution of his or her scholarship is attached as well. Both documents are incorporated into the temporary contract art. 3 LAU as an attestation for the lease cause.

What half-rent does a 2 flat have rooms in Count Duque with temporary rental?

Count Duque has more stable demand in summer than other academic neighborhoods because the Conde Duque Cultural Center maintains program activity from June to August and UNED does not have so marked seasonal cut. Even so, the most potential vacancy period is juIo-August: that's when we activated the Airbnb / Booking channel with short cultural profile rooms to cover those weeks. With good management, the summer pox rarely outweighs 2-3 vacancy weeks.

The temporary rental works if my flat's in a block with a community ladder?

Sí. El requisito de acceso independiente al portal solo aplica al régimen de vivienda de uso turístico (VUT) del Decreto 79/2014, modificado por el Decreto 27/2026, de 25 de marzo (BOCM núm. 80, de 6 de abril de 2026) de la Comunidad de Madrid. El alquiler temporal art. 3 LAU no tiene esa restricción. La gran mayoría de pisos de Conde Duque tienen acceso por escalera comunitaria y operan perfectamente en alquiler temporal.
