The model: your HUTL, transformed into a fixed income while it lasts

The Eixample and Gràcia are, with Ciutat Vella, the neighborhoods with the most HUTL currently in place in Barcelona. They are also those with the highest demand: Eixample for its central location, its modernist farms and its closeness to the Sagrada Família and Passeig de Gràcia; Gràcia for its character as an "inner town," its squares and a type of guest who wants to live the neighborhood, not just visit it. The demand isn't the problem with both of them. The problem is that nearly nobody's bringing his HutL as much performance as they can before they stop.

The moratorium of new HUTL in Barcelona town has been valid from 2015, and the EUAT (Special Urbanistic Pla d'Allotjamenes Turistics), approved at 2017, puts the whole Eixample and Gràcia into practice in areas with no new licences. That already made HutL a low asset. But there's a more recent figure that changes the calculation: Barcelona's town council has announced that it will not renew any housing HUTL and that all currently currently valid licenses - as well as yours, if you have one at Eixample or Gràcia - will be extinguished at 2028.

That doesn't mean that you have to sell or that the license isn't worth anything. That means the opposite: the window to rent to the best has been shortened, so every month that goes by without exploiting it well is income that doesn't come back. If you have HUTL valid at Eixample or Gràcia, Bliss sign you lease and pay you a monthly rent while the license remains exploitable. The HutL is the asset and Bliss puts it to surrender until the last day it's valid.

Policy situation in Eixample and Gràcia (important):
  • Bliss cannot process new HUTL at Eixample and Gràcia. The moratorium from 2015 and the POUAT 2017 prevents new licences across practically the whole area of both neighborhoods.
  • Bliss only works here with properties that already have HutL in place.
  • The town council has announced that all housing HUTL will be extinguished at 2028. To date, the licence remains fully valid and exploitable.

Why Eixample and Gràcia and why now

El Eixample concentra el mayor volumen de HUTL de Barcelona y una demanda que no depende de una sola temporada: turismo cultural en torno a la Sagrada Família y la Pedrera, compras y ocio en el Passeig de Gràcia, y un flujo constante de viajes de negocio hacia el 22@ y el Fira. Es el barrio donde más fácil resulta mantener ocupación alta todo el año con un producto bien gestionado.

Gràcia has less HUTL currently in place - its collection of narrow streets and smaller buildings have always limited the number of licences - but a different type of guest: who's booked at Gràcia usually looks for somewhat longer stays and a neighborhood with a square life, markets and Festa Major in August. That translates into a more stable and less sensitive occupation to the pure seasonality of sun and beach tourism.

In both cases, what limits supply isn't demand - but the number of HUTL available. And that number from 2026 can only come down.
