Barcelona town: Hutl as an underused asset
Barcelona is the Spanish town with the highest international tourist flow. The Sagrada Família, Las Ramblas, the Gothic Quarter, the conference tourism at Fira and the tourism of digital nomads that has chosen the town as a base in recent years make demand for accommodation constant and high. The ADR are among the highest in mainland Spain.
The regulatory problem is known: the moratorium for new HUTLs in Barcelona town is valid from 2015 and the EUAT (Special Urbanistic Pla d'Allotjamenes Turistics), approved at 2017 and updated, lays down areas where new licences cannot be granted. In practice, getting a new HUTL in Barcelona town today's practically impossible in most neighborhoods.
But there's ~ 9.600 HUTLs currently in place. And many of these owners aren't maximizing them: they're with high-commission managers, have their apartment malplaced on platforms, or have simply found a model that will give them income predictability.
If you have HUTL valid in Barcelona, Bliss can sign your lease and pay you monthly rent. The HUTL is the asset and Bliss puts them to surrender.
- Bliss cannot process new HUTLs in Barcelona town. The moratorium from 2015 and the EUAT 2017 prevents new licences in most neighborhoods.
- In Barcelona town, Bliss only works with properties that have already been put into effect.
- In municipalities of the metropolitan area (Hospitalet, Badalona, Sant Cugat del Vallès, Gavà, Cornellà, Escugues, Molins de Rei) the market is more free. Bliss can process new licenses and sign R2R with or without an existing license.
- If you are not sure if your property has HUTL or its status, contact us - we will check with you for free.

The regulations of tourist housing in Catalonia and Barcelona
The normative framework for tourism housing in Catalonia Llei 13 / 2002 from 21 from June, from Turisme from Catalunya and Decret 159 / 2012 (DAGC). The figure is HutL (Local's Building)before the Agència Catalana de Turisme (ACT). The properties have to be registered with the Registrar d'empresas, Stablments i Professions Turístiques de Catalunya (REET).
To Barcelona town in particular applying the PEUAT (Special Urbanic Pla d'Allotjamenes Turistics), aprobado en 2017 y actualizado posteriormente:
- DecRement Zone (ZD): No new HutL are awarded. It includes most of the historic centre (Barri Gòtic, Raval, Born) and high tourist concentration areas.
- MN area: No new HutL are awarded to families.
- Contingency Zone (ZC): possibility of new licences in some cases.
- Zone of Possible Expansió (ZPE): The market is more open but with constraints.
In practice, getting new HUTL in Barcelona's most tourist neighborhoods is extremely difficult. The current ~ 9.600 HUTLs are those that exist and are useful precisely for that.
The number that platforms demand to publish is your Autonomous / Municipal HUTL: the unique state registration that was released at 2025 was Announced by the Supreme Court in May of 2026 (STS 620 / 2026 of 19 of May, ECLI: ES: TS: 2026: 2148), so HutL's back to being the only identifier that counts (complete story, here). The DIY 1 / 2025 (since April 2025) requires permission from 3 / 5 from the community for new VUT.
For the municipalities of the metropolitan area, Barcelona's EUAT does not apply. Each municipality has its own regulations based on Llei 13 / 2002 and Decret 159 / 2012, generally more permissive.

A real case: owner with HUTL at Eixample
1 contract with extension.
The apartment still has HUTL under Elena's name. Bliss operates with all his risks.
