What Barcelona City Council has announced

The City of Barcelona has announced its intention to extinguish all the city's tourist licences (HUTL) at 2028, without renewal. In today's approach, from that date there will be no licensed tourist flats in Barcelona town as we know them today. It's an announcement and we have to take it seriously as an owner, but the final details of how it's run depend on how the administrative process's evolution in the next few years.

Meanwhile, the moratorium on new licences remains valid from 2015: No additional HutL are granted in town, so the number of licences currently in circulation isn't re-introduced or expanded. That means that, up to 2028, every existing HUTL is an increasingly low asset and its value - both for operation and for sale - only goes up as the date approaches.

Meanwhile, your HUTL is a low and valuable asset

With the moratorium and the announced extinction, a HUTL in Barcelona isn't a mere role: it's an exploitation right with a known deadline that cannot be replicated today. That translates into real value: a housing with HUTL valid in areas such as Eixample or Gràcia can add several tens of thousands of euro to the market value of the apartment versus an unlicensed equivalent - we develop it with more details in our guaranteed rental guide in Barcelona.

The error we most often see is the owner that has an existing HUTL and isn't using it: managers with high commissions, malplaced apartment on the platforms, or directly stopped. Each month that the license isn't well exploded is an income that's lost at a window that's already closed.

Your 3 options up to 2028

1 option - To be exploited by you

Still charging your apartment's gross tourist income with all the upside of Barcelona's demand peaks. The contribution is that loads with management - guests, cleanes, dynamic training, care 24 / 7 - and with the uncertainty of fiscal reform currently under way, that if passed can reduce the margin of those who directly exploit the housing.

2 option - Selling with housing

The current HutL adds real market value right now, precisely because it's an asset with known expiry date. It's reasonable to hope that that added value will be reduced as 2028 approaches, because the buyer has fewer years of tourist activity ahead of him. If your plan is to sell at some point, as soon as you do, more complete the value that the license brings at price.

3 - Fixed rental with Bliss up to 2028

You sign a lease and Bliss pays you a monthly rent, using your HUTL with all the operational and regulatory risks at his disposal while the window lasts. Expand the asset without work: without managing guests, without exposure to fiscal reform currently under processing, without jobs. That's the choice that looks best to get from your HUTL without having to think about her.

Calculate your fixed income →

And after 2028, what?

When HUTL ceases to operate, housing remains valid. The honest B plan is to move to temporary or residential rental - a rental contract with a long or half term, without a tourist license. It's less than a tourist but it's a legal and stable way and does not require any license that can be extinguished. It's soon to compromise concrete figures from that stage, but it's best to have them at his head if your plan is to have housing beyond 2028: the decision to exploit, sell or move to fixed rent now doesn't have to be the same as the decision after 2028.

FAQ

Is it sure that the HutL are missing in Barcelona at 2028?

The Barcelona City Council has announced this as its official Roadmap. How it's finally run in practice can vary with how the administrative process develops, but how prudent for any owner with HUTL is planning with that date as its horizon.

Can I process a new HUTL in Barcelona before 2028?

No. The moratorium of new HUTL in Barcelona town is valid from 2015. It can only be operated with existing licences in the town and in the metropolitan area (Hospitalet, Badalona and Sant Cugat) the market for licences is different and more open.

How much's my Hutl worth at the house sale?

Depends on the neighborhood, the state of the ground and demand. In general, households with HUTL currently in place in Barcelona are worth more significantly on the market than those with no license, precisely because new licences cannot be processed. We detailed this in our guaranteed rental guide in Barcelona.

How much would you get with a fixed income up to 2028?

Depende de barrio, m² y número de habitaciones. Como referencia, la renta fija se sitúa entre el 60% y el 75% del alquiler residencial de mercado de la zona. Te damos el importe exacto por escrito tras visita técnica.

What about my rent contract if the HutL goes out before the contract's up?

The contract is in line with the current normative schedule at every time. We checked with you at the firm so you know exactly what's going on at every stage, including a date change at the announced extinction.

What if I wanted to sell the house before 2028?

The rental contract includes an exit clause with notice. You can sell with the contract at any time.

Do you apply the extinction announcement to Barcelona's metropolitan area as well?

No. The extinction announcement is specific to Barcelona city. In municipalities of the metropolitan area such as Hospitalet, Badalona and Sant Cugat, the market for licences remains different and currently more open.

¿Me afecta la reforma fiscal del IVA al 21% si tengo renta fija?

The decision currently under way at Congress, which would raise the VAT from the tourist flats to 21%, points to those who exploit the housing turistically. With a fixed income, that paper's assumed by Bliss as a tenant: your rent doesn't change.
